Cyber Strategy Subject Matter Expert (SME)

Support a U.S. Government building partner capacity effort by providing expertise in cybersecurity strategy, governance, and implementation planning. Advise senior leadership to enhance cybersecurity capabilities and ensure long-term mission success.

Location: Remote support (CONUS) and forward engagements (OCONUS) in selected partner nation

Responsibilities

• Support the development of a cybersecurity strategy, governance framework, and strategic implementation plan.
• Advise leadership on cyber planning, governance, and risk management to support long-term mission success and organizational resilience.

Requirements

• Executive level professional experience at the E9/O6/GS-15 (or equivalent) level, leading policy and plans development in complex military or government cyber environments.
• Experience as a senior strategic planner involving cyberspace planning and operations.
• Experience developing and implementing cybersecurity policies, procedures, and guidelines.
• Awareness of strategies, programs, tools, and security procedures for addressing cyber threats.
• Experience analyzing military strategic plans and drawing insights.
• Knowledge of strategy development and line of effort design.
• Understanding of enterprise governance structures and processes.
• In-depth knowledge of cybersecurity regulations, standards, and best practices.
• Expertise in managing cybersecurity risks within a defense environment.
• Active U.S. Secret Security clearance.

• Level of effort varies from approximately 30 hours/month during non-travel months to 80–90 hours/month during engagement months.
• Travel approximately 6 times annually, every other month, with next scheduled for mid-July 2026.
