The Proposal Manager is responsible for overseeing proposal generation, fostering client relationships, and coordinating internal and external stakeholders to support laboratory projects.

Responsibilities

Lead proposal generation
Review client requests for capabilities, certifications, scope
Keep all internal stakeholders informed throughout the process
Facilitate and/or complete discussion on the proposal strategy
Confirm lab certification(s) meet project requirements
Confirm lab compound lists and limits meet project requirements
Determine the lab placement of the work
Identify and work with subcontract laboratories
Pricing
Submit proposal information and pricing to Pricing Desk
Generate the proposal documents
Obtain approval by stakeholders
Submit the proposal
Update status in LIMS
Review the RFP and/or other requests
Request legal review if necessary
Identify, coordinate and work with all stakeholders to meet deadlines to submit proposal
Provide QAPP/SOW documentation
Provide second level review to other proposals
Lead stakeholders (BUMa, Scope Leader, AE or other)
Go/No Go decision
Discussion of proposal strategy
Lab placement of work
Identification and inclusion of subcontractors
Lab completion of pricing documents with management approval prior to submission to NPT
Final approval
Follow up on proposal for award and debrief
Support functions such as review incoming proposal requests, initial review and evaluation, library text editing, software architecting, proposal library maintenance, developing new proposal models, document updates, standardization initiatives, website registration for RFPS, development and standardization of new proposal types

Requirements

BS in Natural Sciences, Business or Marketing
Minimum of 5 Years experience working in proposal generation/bid or quote generation
Project Management experience is desirable but not required
