Proposal Operations Manager

Parsons is seeking a people-first Proposal Operations Manager to lead federal proposal pursuits and manage a team of proposal professionals, focusing on growth and winning federal contracts.

Location: Remote (US)

Salary: $112,200.00 - $196,400.00

Responsibilities

• Lead and manage a team responsible for managing and developing complex federal proposals that are compliant, responsive, and compelling.
• Foster a culture of open communication, collaboration, and innovation.
• Proactively manage stakeholder relationships and keep senior leadership informed.
• Address and resolve issues, mediate conflicts, and remove roadblocks.
• Support team growth through recruiting, onboarding, training, and mentoring proposal professionals.
• Analyze federal solicitations and build compliance matrices, schedules, and outlines.
• Lead end-to-end proposal efforts, including teaming with capture, SMEs, and graphics/desktop publishing.
• Run proposal kick-offs, milestones, reviews, and recovery activities.
• Develop key non-technical content and support interview/oral preparation.
• Lead lessons-learned reviews and improve processes.

Requirements

• Strong leadership, facilitation, and communication skills.
• Understanding of the federal market space and complex pursuits.
• Organizational, planning, and time-management skills.
• Ability to build and sustain trusted relationships with various teams.
• Excellent written and verbal communication skills.
• Deep Federal experience with agencies like DHS, CBP, FEMA, DoD, DoE, FAA.
